Standing in the doorway of his apartment building, apparently either coming from or going for something to eat, New York police officers fired 41 times at him. He was hit by19 of those bullets. On February 25, 2000, the officers were acquitted of any wrongdoing. What were the issues of procedural due process that were or were not addressed?
