As this suggests, Toronto has a problem with youth gang generated violence (Frum, 2006). While the ethnic origin and demographics of Toronto’s youth gangs is not known precisely, there are estimates that youth of Jamaican extraction may make up as much as 80 percent of the membership (Frum, 2006). The following examination of social issue focuses specifically on Toronto, the problem; theoretical speculation on the relationship between gang membership and deviant behavior and what is being done.
