Though Congress allows the President to negotiate matters of trade, it does not extend its deference to include relinquishing its right and responsibility to approve the results of those negotiations. Congress does retain ultimate control. Because members of Congress are accountable to the voters placing them in their positions, the arrangement is one favorable to society as a whole.
