appearance that the office of the President overrides congressional involvement in trade
negotiations. Though Congress allows the President to negotiate matters of trade, it does not
extend its deference to include relinquishing its right and responsibility to approve the results
of those negotiations. Congress does retain ultimate control. Because members of Congress
