Until recently, the aspect of a closed-system approach was looked upon as the most appropriate way to protect society against criminal infiltrators, however, law enforcement officials have come to realize the beneficial impact of involving community members by means of the open-system approach is not only practical and advantageous from a criminal justice perspective but also economically sound in a time when police funding is stretched as far as it can go and it still comes up short.
