Engaging citizens to support and participate in the war on terrorism from a local level is not a difficult objective if the general public backs the fundamental principle behind the battle, which is the case in most global societies. However, when the country's populace not only condemns the reason(s) why the nation went to and remains at war but also distrusts the intent of its own leader, working toward drawing those same individuals into the war effort is a losing proposition. American citizens represent the second scenario where the current war on terrorism is concerned, with public participation at every level a scant percentage of what it is in other countries fighting the same war. One need only look so far as the Vietnam War to understand the difficult task of engaging Americans in a war they do not support. Bibliography lists 4 sources.
