Two hundred twenty-five years ago, when the Constitution of the United States was created, the concept of war was just as prevalent as it is today. Distribution of power was of great concern for the founding fathers, many of whom were divided over constitutional ratification and what the Federalist Papers represented. The historic importance of such issues is explicitly documented in Alexis de Tocqueville's Democracy in America, which stands as the conduit between struggles of early America and how the country stands today.
