On May 6, 2003, the US Federal Reserve stated that "the probability of an unwelcome substantial fall in inflation, though minor, exceeds that of a pickup in inflation from its already low level" (US Federal Reserve, 2003), a statement that not only sent a minor shockwave throughout global economies but also "set off a debate about whether the U.S. economy is in danger of experiencing outright deflation" (Wachovia Securities, 2003).
