plea to selling sixteen computer work stations and a super
computer to a Russian nuclear weapons laboratory. The sales
occurred in 1996 and 1997 and were completed without IBM having
obtained the necessary federal licenses required to sell
computers for military purposes. While IBM agreed to pay an 8.5
million dollar fine, an executive with IBM acknowledged that they
knew the computers might be used for the building and testing of
nuclear weapons. This paper answers some specific questions
