A comprehensive 14 page paper evaluating the sociological theories of these classic thinkers in an attempt to see whether they are applicable with relevance to evaluating today's lower class citizens. Historic projects such as F.D.R.'s New Deal, Reagan's Welfare Reform, etc; are assessed with reference to sociological theory. It is concluded that what has occurred over the decades is actually a continued rise in the underclass, the working poor, with impoverished children, new immigrants, the aged, single family heads of households, inner city decline, and other poor, nearly all coming under one kind of welfare guideline or program, while we are still left without any clear understanding of what poverty is, or who the poor are and how to help them.
