changes now occurring in the textile industry, particularly in light of the end of the
decade-long phase-out of the Multi-Fiber Agreement (MFA) that will end in 2004. An old
GATT-based agreement, the MFA is being replaced with the World Trade Organization's
(WTO) Agreement on Textiles and Clothing (ATC), which ultimately will oversee
completely free and quota-free textile trade around the world. There are other changes
occurring as well, but most very nearly are eclipsed as the end of MFA edges ever closer.
