Some political observers believe this environment of relative equality creates a unique opportunity for bipartisanship, while others feel that Congress remains gridlocked because of partisan fighting and incentives meant to posture rather than cooperate. An example of this is how the Democrats may not lose seats in non-presidential election years - the only times this did not happen in the 20th century were in 1934 and 1998 - yet they will gain enough seats in both houses in 2002 to be the majority party in Congress.
