public education" federal standard. The paper evaluates the policy change in terms of Fisher's
framework, which assesses empirical validity, program objectives, societal contribution and
conformance to the accepted social order. The paper concludes that "maximum feasible benefit"
may be preferable, but that reducing special-needs education to the federal standard is an
