the time that the current vice president was claiming responsibility for having created the
Internet. No further action had been taken by July 2000, and no legislator had introduced it
as a bill in either house of Congress. It appears that the administration has abandoned the
notion of seeing CESA enacted into law. Given the limitations of the proposed legislation,
observers can conclude that legislation is best left to the legislators, rather than to the
