Notes the historic and economic factors which have resulted in a relative lag in Internet receptivity and provision in Eastern Europe. Concludes that while this lag is apparent, however, Eastern Europe is rapidly emerging as a significant growth market for Internet service provision and that with increased receptivity will undoubtedly come many of the much needed improvements in critical infrastructure.
