A 6 page discussion of the contention that that the central problem in inernational relations is that no supreme authority exists to temper the interrelationship of the various states and that, in effect, that states are left with only the option of self help. Uses examples from Europe and Asia to disprove this contention. Notes that there are, in fact, numerous organizaitons in place whose purpose it is to oversee the interrelations of the states, and in fact to intercede when intervention is warranted. This is true on both a political level and an economic level. As the examples noted above illustrate, however, even the existanced of such an organization is not a full guarantee of success either in political mediation or economic betterment.
