Claiming that total quality simply does not exist despite the hearty strides HR departments have to implement it across the board, the Governor believes prison inmates are not the right audience for such a program. The primary differences he cites is 1) prisoners - unlike employees - are not given a choice to be there; 2) prison staff follow strict guidelines in order to maintain control, which is what ultimately establishes how inmates interact with the staff as well as one another - and it is not at all a positive atmosphere. As such, the Governor has closed his mind to the possibility of total quality culture actually having a positive impact upon the inmates because he does not see the more subtle aspects of its approach that can be tailored for the more challenging prison environment.
