A 35 page paper discussing the cost and
management problems that have plagued the department of Housing and Urban Development
(HUD) for several years, particularly as they relate to the possibility of privatization. One
aspect of the possible privatization of HUD is that all involved need to turn their attention
away from themselves and look instead in the direction of those citizens these government
employees are charged with serving. Application of sound management practice can alleviate
many of HUD's existing problems, which in turn could result in employees having a more
favorable view of the agency and more comfortable feelings about any restructuring or
privatization. HUD's management needs to make concerted effort to win over union
management so that each faction can discuss the issues of reality that are bearing down upon
